 Commissioner Randy Phiel began his first term as County Commissioner in 2012. He received a BS in Administration of Justice from American University and MS in Public Administration from Shippensburg University, where he was also Graduate Assistant for the Department of Local and State Government.

Commissioner Jim Martin began his first term as County Commissioner in 2012. He was born and raised in Adams County and graduated from Gettysburg High School.  Commissioner Martin holds an Associate Degree and Bachelors Degree in Forestry and a Masters Degree in Agricultural Economics.

Commissioner Randy Phiel and I accomplished our goal of eliminating all major leases by re-purposing the vacated Herff Jones Factory building.  We continually strengthened the county's financial position. As a result, the county's bond rating was upgraded three times.
